Stallman Probably Fixed

Bananafish and AnonBro have been working on this issue for a few weeks now, and we can say once again, that is probably fixed. When i say fixed, i mean correct permissions and correctly and automatically promoting users. The only way that we will know if this works or not is if a user meets the requirements.
