The Rules are back!

the Rules are back in a new home in the forums. The Site Docs link in the header will now take you there(forum), and you can also access the new "The Rules" forum through the regular forum link.
Right now, the Rules, the FAQ and the Welcome Home to Waffles message are there(forum), but some internal links (eg, to IRC help, and WI approval) are not yet finished, but the other things that were in the site docs will be coming back in the next few days.
