3. AutoCheck-enabled torrents will be eligible to be checked upon submitting. (previously it needs to wait 2 days)
4. Users could get 50 UCoin for each their vote. (previously 0)
5. AutoCheck-enabled torrents will be checked and passed every hour. (previously 12 hours)
