Some of you may have read this article (I know this is slightly out of date but bear with me) http://torrentfreak.com/free-access-to-dozens-of-anonymous-vpns-via-new-university-project-130324/ about a free VPN service set up by a Japanese university. Let me give you a bit more background info on this (this is all readily available if you read Japanese or Chinese on the net):
The project was set up jointly between the university, NTT and a Japanese "democracy" fund. It has been around for a lot longer than the article on torrentfreak. It has been operating for over three years aimed mainly at webusers in China, Vietnam etc. They received a large donation back in January enabling them to expand their services to the current level.
I have personally been using their services for the last three years but mainly for browsing and especially google proxying as google is blocked from China. I have never had any trouble using their services and would recommend them to anyone who cares to give it a try.
TOR:
There has been an awful lot of debate about torrents being run over the tor network. With some hardcore tor supporters claiming that torrents via tor are abusing the network etc, they will even go as far as to spreading halftruths about how torrenting over tor works or doesn't work as illustrated in this article https://blog.torproject.org/blog/bittorrent-over-tor-isnt-good-idea . What the article fails to state clearly is that it is mainly a bandwidth issue as tor works by "randomly" connecting a number of private computers/servers etc. and routing traffic via them.
