一、置顶申请规则的修订
最近申请数比较多，对原规则适应变化做了修订。重点如下：
1、每人还是2个。
2、申请数上限调整到12个。
3、申请帖不会锁，允许会员根据情况自行编辑申请。
4、超出12个的申请，会酌情在周中考虑之类的…… [em198]
5、本周日的申请暂不实行。
