Deluge 2.0.x Provisionally allowed, see notes before updating

We've allowed the peerid/agent for deluge 2.0.x as defined in their release tarball/git release tag. This is going to allow some (but not all) deluge clients of the 2.0.x to work. However, as of right now it appears the Deluge PPA is literally editing a source file (instead of using the same as the release git/tarball) that's giving it an abnormal agent/peerid that won't work right now. We're watching what they decide to do as they have yet to release a windows or mac version yet either, and will update with how we plan to handle that issue.
