Candidate users are allowed to have one download at the time. To avoid delays when you restart client and/or computer, it can be temporarily increased to three. 'User' members allowed three downloads simultaneously, temporarily increased to five. Check FAQ for other classes. It is hard coded into the tracker, but not all clients comply with the limitation.
It is your responsibility to stay within the allocated limit, violations will halt all your downloads for a week.
