24 Hour FL On All New Torrents

Because this community is small, swarm health is essential. Therefore, all new torrents will be FL for 24 hours. The admins, moderators and I will watch to see if this feature is abused. Hopefully this will allow users to hop on any new torrents and not worry about their ratio, and it should help those of you who are on ratio watch.

I didn't have time to FL all incoming formats, but for now V0, V2, 320k, and Lossless torrents should work. All other formats will come later on this evening when I get home.
