There are few valid reasons to delete a request. Especially puzzling is the deletion of filled requests.

Doing this:
- Screws up our site statistics
- Black holes points from those who contributed to the bounty (if unfilled)
- Removes history of users that took the time to fill these requests (if filled)
- Breaks notification links for folks that created or voted for these requests (if filled.)
